Through acceleration of investment projects to the digital economy
Forum of Industrial Partners of the Tomsk State University (TSU), devoted to the economy modernization given the tasks of digitalization set by the government, was held on September 20, 2017. Problems of innovation-driven growth were the main topics for discussion.
The state program "Digital Economy" assumes intensive and massive introduction of innovations in all sectors of the Russian economy. This means that the problems of seeking for and implementing innovations to improve business efficiency come to the forefront. The Forum of Industrial Partners of the Tomsk State University (TSU) discussed how the real sector can manage innovation activities and interact with universities and academic institutions on September 20, 2017.
Ruben Pombuhсhan, a Managing Partner of the IPE Laboratory, and Alexander Piskunov, a member of the Scientific Board, were key speakers at the forum and launched the mainstream discussion about the need to change corporate and university structures. The participants of the event agreed that the global economic trends aimed at digitalization are defined by fundamental changes in the structure of the value chains. Ability to reduce transaction costs is the key factor for improving competitiveness today. At the same time, transforming investments are among the most efficient tools to reduce them. Alexander Piskunov made a proposal to create a center of competence and acceleration of investment projects on the TSU basis.
Following the findings of the forum, the participants adopted a resolution including the proposals of the IPE Laboratory representatives on the specific steps to be taken to create a system for managing innovations in the university environment and arrange its interaction with the business environment in the Siberian Federal District:
• an interregional (international in the long view) center of competence and acceleration of investment projects on the basis of the TSU and industrial partners should be created;
• the center of competence and acceleration of investment projects should unite the business community, academic environment and government authorities to implement transformative investments in the Siberian Federal District, including cross-border cooperation.
Ruben Pombuhchan, a Managing Partner of the IPE Laboratory summarized that major academic universities like the TSU can become a base for creating "business-state-universities" communication platforms for the development of innovative projects: "The platforms may be not only regional but also cross-border".

Konstantin Belyakov, a Vice Rector for Innovative Activities at the TSU, believes that it is necessary to create a university of a new type using a classical foundation, which would work in new market conditions and use elements of the digital economy. "We live in a new paradigm today; we need to talk with industrial partners about this. They vividly responded to this idea," he said.

The Tomsk State University and the IPE Laboratory earlier agreed to start working on joint projects within the state program "Digital Economy of the Russian Federation". Creation of a digital platform for acceleration of innovative projects and the Blockchain Technology Academy on the TSU basis will be the key areas of cooperation.
The forum was attended by representatives of more than 35 production companies – the TSU partners, including the Siberian Chemical Combine and Gazprombank.
